From Koch-Chemie's technical data sheet for Magic Wheel Cleaner (a PDF on this page), in our words: Shake briefly and spray the rim face and rim well thoroughly, but not on hot surfaces or in direct sunlight. Depending on soiling, leave it to work for 2 - 5 minutes, then rinse off thoroughly with a high-pressure spray. Check the sheet's warnings before first use, and where this differs from the sheet, follow the sheet.

Yes on cured clear coat at the recommended dilution, kept wet and rinsed in time. It must never touch unsealed alloy, or a hot wheel.
